Background: IQ-N Committee Overview and Statutory Purpose
The Income-Qualified Energy Efficiency Advisory Committee (IQ-N Subcommittee) was established under the Climate and Equitable Jobs Act (CEJA), passed in 2021 by the Illinois General Assembly and signed into law by Governor Pritzker on September 21, 2021.
CEJA describes purpose of the IQ-N Subcommittee:
to "directly inform the design, implementation, and
evaluation of the low-income and public housing energy
efficiency programs."
The statue also references:
Emphasiz[ing] opportunities to bundle and coordinate
delivery of low-income energy efficiency with other
programs that service low-income communities, such as the
Illinois Solar for All Program and bill payment assistance
programs.
